INVITATION FOR TECHNICAL AND FINANCIAL TENDER FOR EXECUTION OF 2023 APPROPRIATION

1.0 INTRODUCTION

The Federal College of Land Resources Technology (FECOLART), Owerri; wishes to invite reputable Contractors/Suppliers with relevant proven competence and experience to submit tenders for the execution of the following projects:

2.0       SCOPE OF WORKS/SUPPLIES (AS ATTCHED HEREWITH)

 3.0     ELIGIBILITY REQUIREMENTS:

Prospective bidders must possess the under-listed requirements to be eligible in this procurement.

1. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC 2 and CAC 7. Business Name is also acceptable for Category C;
2. Company’s current Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three years (2010, 2021 & 2022) expiring on 31^st December, 2023; with minimum average annual turnover of 20 Million Naira;
3. Evidence of Current Pension Clearance Certificate valid till 31^st December, 2023; in compliance with the amended PENCOM Reform Act 2014;
4. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31^st December, 2023.
5. Evidence of Current Nigerian Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31^st December, 2023.
6. Evidence of Registration on the National Database of Federal Contractors, Consultants and service Providers by submission of Interim Registration Report (IRR) expiring on the 31^st December, 2023 or valid Certificate issued by the Bureau of Public Procurement (BPP);
7. Sworn Affidavit ;

                      i.        That the company is not in receivership, insolvent or bankrupt

                    ii.        That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.

                   iii.        Whether or not any officer of the Federal Ministry of Agriculture, Agricultural Research Council of Nigeria (ARCN) or Federal College of Land Resources Technology (FECOLART), Owerri is a former or present Director, Shareholder or has a pecuniary interest in the bidder, and

                   iv.        That all the documents submitted are true and correct in all particulars.

8. Company profile and evidence of Technical Qualification of Key Personnel including company of academic/professional qualifications.
9. List and verifiable documentary evidence of at least three (3) similar job(s) successfully executed in the last five (5) years including letters of awards and job completion certificates;
10. List and verifiable evidence of construction equipment (construction works only) with proof of ownership or lease agreement;
11. Category C; Evidence of Current Firms Registration with relevant Professional Body;
12. For supply of equipment; Letter of Authorization as Representative of the Original Equipment Manufacturers (OEMs);
13. All the documents for submission must be transmitted with a covering/forwarding letter under the Company’s Letter Head Paper bearing among-st others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers Preferably GSM No., and  e-mail address, Letter Headed Paper must bear the name and Nationality of the Directors of the Company at the bottom of the page, dully signed by the authorized officer of the firm.

 4. COLLECTION OF BID DOCUMENTS (CATEGORY A & B)

Interested and competent bidders are requested to collect bid documents from the address below, upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira only (N10,000.00) paid into the Federal College of Land Resources Technology, Owerri Remita Account in any Reputable Commercial Banks in Nigeria.

5.            SUBMISSION OF BID DOCUMENETS (CATEGORY A & B):

Completed Technical and Financial bids in a separate envelopes (two sets of hard copies) and Clearly Marked: Technical and Financial shall be submitted. The two envelopes should be enclosed in a large envelope labeled ‘’Technical & Financial Bids’’ with the Project Name at the Top Right Hand Corner with Company Name behind and address to:

Owerri, Imo State.

The documents should be deposited in the Tender Boxes at the College Board Room at Oforola not later than 12 noon on Tuesday, 21^st March, 2023.

6. OPENING OF BID DOCUMENETS (CATEGORY A & B)

The Technical bids shall be opened immediately after the deadline for the submission of bids at 12:00 noon on 21^st March, 2023 at the Federal College of Land Resources Technology (FECOLART), Owerri, Imo State in the presence of all bidders or their representatives. Please ensure that you signed the Bid submission register at the Federal College of Land Resources Technology, Owerri

7.         PLEASE NOTE THAT:

1. All submissions must be made only in English Language.
2. Certificate may be referred to the respective issuing authority for verification and authentication;
3. Contractors/Consultants are not permitted to bid for more than one lot. Any bidder that violates this rule shall be disqualified.
4. Technical and Financial bids enclosed in one and same single envelope that will expose the Technical and Financial bids at the same time of opening shall be disqualified;
5. Submission that does not meet up with the requirements specified above shall be disqualified;
6. The evaluation shall be strictly based on the requirements specified above;
7. This advertisement is published for information purpose, and will not be construed as a commitment or obligation on the part of Federal College of Land Resources Technology (FECOLART), Owerri to awards these contracts;
8. Presence of bidders/representatives and members of public shall not be required during the bid opening ceremony in compliance with COVI-19 Guidelines. The bid opening will be covered by video recording with presence of two (2) representatives of private sectors professional bodies and civil society organizations in the areas of Anti-Corruption/Transparency and shall be made available to bidders upon request.
9. Bid documents can also be collected in soft copy and bids can be submitted through post (courier service).
10. Category A & B: Only Pre-qualified Bidders at Technical Evaluation will be invited at a later date for Financial Bid Opening, while the Financial Bids of Unsuccessful Bidders will be returned UN-oppened.
11. The Federal College of Land Resources Technology (FECOLART), Owerri is not bound to qualify/shortlist any bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in concordance with Section 28 of the Public Procurement Act. 2007.
